We are looking for a European partner
Who will build a modern dockyard in dockyard allocated land 
As Arena ,we are four companies. 

1- Arena Foriegn Trade Ltd. Co deals with import, export and energy research, 
development projects. 

2- Arena Ship Marine Brokerage , Dockyard Ltd. Co. deals with ships and 
marine. 

3- Altinova Dockyards Ltd. Co.. It is our local company in Yalova Altinova 
region. It is a company which is established just to meet ship orders. 

4- Arena International Kft. Hungary was established in Siofok. It was thought 
that it will be beneficial for our relations with European Union member 
countries. 

In 2003, we took many orders from Algeria for our fishing boats, we signed 
agreements. It needs an expertise to build and equip a fishing boat for this 
reason we formed an expert team. When we came to the stage of letter of 
credit, some other companies took orders from Algeria and we could not find 
place in dockyards in Istanbul. For this reason, we didn't open letter of 
credit, we deny the orders kindly. Some companies which have dockyards took 
orders and started manufacturing. The companies which have no dockyards like 
us, deny the orders. Algeria wants to build 1800 fishing boats. 

Now, in Turkey, dockyards are 100% full untill 2008-2010 with a positive 
assumption. No order can be taken. In Tuzla, which is a dockyard region in 
Istanbul, there are 30-40 dockyards. Even small dockyards sold to millions of 
euros while they change hands. As an example, a dockyard which has 22 m sea 
front and a depth of 120 m and total 2640 m?can be sold to 8 million euros. 

The equipment, warehouses, all the management builds are not half a million 
euros. Even, there is no CNC iron sheet bench. The dockyards in Tuzla are not 
in the form of a modern dockyard. We want to find a European partner and build 
the most modern dockyard and we want to benefit from the experience and 
knowledge of Europe. For this reason, the most valuable thing is the dockyard 
area. We want to share this land permit, government confirmed area which has 
an environment effect evaluation report from 11 ministries as well as every 
kind of legal ground was prepared dockyard with a ship building experienced 
foreign establishment in reasonable conditions. We froze the orders of 20, 18 
m fishing boat; 22 20m. fishing boat and 16 22m.and 25m. fishing boat from 
Liberia. If our dockyard become active, we believe that we can equip these 
ships fully. Still, there are various tag boat orders. Now, in Turkey it is 
impossible to find an empty place for building ships in dockyard. Due to the 
activities of trade unions and the high rate of workers rights, a lot of 
dockyards in Europe lost its chance about ship manufacturing. With their price 
policies China, Korea, Hong Kong, Japan gave no chance to Europe. Even today, 
A European prefers cheap countries rather than Europe for building ships. 

We saw that there is a future in the dockyard in Altinova Region. As well as 
getting an official dockyard permission and allocation of 37.500 m?we bought 
two acres of shore area from the same region from subordinate industry. We are 
thinking of big investment for Altinova city. With its rich variety of plant 
and warm people and soft climate ,it even attracted us. Also, in this region 
which the Marine Undersecratary declared to build 40 dockyards in this area, 
180 companies demand place for dockyard but these companies are elected and 40 
companies got this privilege. Out of these 40 companies, 28-30 of them got 
already dockyards in Istanbul or other cities.There are few companies who got 
new boat order like us and wanted to build a dockyard. We establish a limited 
company with 40 companies for 40 dockyards which will be build in the 5.5 
kilometers of shore area. This big company established in 2003 is the only 
responsible establishment for Marine Undersecratary and Dockyards General 
Management. The name of this big company with 40 partners is ALTINOVA 
DOCKYARDS ENTERPRENUERS LIMITED COMPANY. The center is Yalova's Altinova city. 
We are partner to this company in 1/40 with the limited company in Altinova. I 
am the partner and vice president. This reality provides big advantages in 
overcoming the bureaucratic obstacles as well as completing the partnership 
procedures. 

We are proud of being a part of the leading shipyard organization in Turkey. 

Our purpose is to seek European partner for our shipyard area of 37,500 square 
meters under the organization of building 40 shipyards properly designed side 
by side and to fuse infrastructure with technology. 

Having achieved positive results from earthquake and ground study reports, we 
have now launched to start sea filling operations in our area. We are urgently 
seeking a partner to construct a state-of-the-art and functional shipyard. Our 
land, your superstructure. 

WHY SHOULD TURKEY BE PREFERED FOR INVESTMENT? 

The leading reasons for preference: 

1-Economic and Financial Reasons: 

1-a) The administrative and technical personnel costs of dockyard personnel in 
Turkey is very low when compared with Europe. The costs change according to 
experience and ability and various examples are determined as Euros below.

There is social security premiums in 120 € as well as trade union rights 
within the costs. With a correct saying, the minumum wage is 200€. According 
to this when 120 € social security premiums and 320 € road and meal 
expenses, 
it is 370 euros. A lot firms do not apply this wages. In dockyard sector which 
has an intense labour, the situation is a little bit different. 

b) In Turkey, both workers and materials are cheap. It is a reality which the 
money is expensive and product and service is cheap. For example to produce a 
new propeller shaft which is broken does not exceed 1/3 of Europe as time and 
money.The subordinate industry is developed. 

c) The cranes, welding machines, forklifts, hangers and other constructions 
have quite low costs than Europe. 

d) There are promotions and exclusion in taxes and expenditures directed to 
export. 

e) These promotions are applied in high amounts to Turkish firms for foreign 
partners to attract foreign capital. 

f) Within the scope of World Bank, Islam Bank and EU, credits allocated to 
developing countries can be taken easily when Eu member country's companies be 
partners with Turkish companies. 

2) Geostrategic reasons: As a geographic location, Turkey is between Europe 
and Asia, Turkish Republics north and central Africa. When Turkey is 
democratic; 

a)The relations with Europe 

b) Being a Turk-relations with Turkic Republics. 

c)Being a Muslim-relation with Islam countries become easy. 

The advantages of Turkey are optimum from the point of politics, national, 
religion and geography. 

3) Social and Political Reasons: 

a)Social Reasons: 

With their hospitability, warmness, Turkish nation prove itself. The only 
country that Jews lived peacefully was Ottoman Empire. Still, Turkey is one of 
the priviledged countries that foreigners lived. Foreigners are accepted 
socially in high amounts. 

b) Political Reasons: 

Turkish Government overcome the political problems and has good relations with 
world. Its economy become better and inflation decreased to %10 for the first 
time in years. Turkish policy got lessons from these events. Now, the 
political situation is the best since 20 years. Our politicians have liberal 
visions. They do not look positive to foreign capital. Turkey 

directed its face to Europe. In 17 December, a serious bottleneck had been 
overcame in the membership process to European Union. Turkish population is 
young. When the process for entering the European Union is developed, more 
European businessmen will be directed to Turkey, the ones who make investment 
now will take big steps. 

4-Cultural Reasons: 

Europeans thought that their ancestors are Greeks. Anatolia, Aegea, 
Mediterreanean are the cultural cradle of Christian society. Hundreds of ruins 
in Ephesus, Antakya, Mediterreanean and Aegea are the ruins of Anatolian 
civilizations. Turkey is not foreign to Christain Europe. European tourists 
adapt their ancestors to these soils. Turkish people adapt themselves to 
European culture system. Especially, the high income people who live in cities 
have similar life styles with Europeans. 

To summarize, to live in Istanbul, Ankara, ?mir have advantages for a 
European. If the target is to be happy, to establish a business in Turkey will 
be the correct decision. Our country is a like flower garden. Its natural 
beauties, historical beauties, hot and sunny climate, authentic and fantastic 
specifications make Europeans happy. 

We invite you to build a modern dockyard in our dockyard region in Altinova 
region in Yalova. This region is 8 miles distance to Tuzla dockyards, with its 
closeness to Istanbul industry and Istanbul, it is an excellent dockyard area. 
Our dockyard area is close to both north and south winds and under the natural 
protection. In 1999, there was an Izmit earthquake. Kilometers of Marmara 
fault was broken. Earthquake and ground searches were done. It is found as 
without risk for 30 years, dockyard permission was given to region. The 
official correspondance started last year and will be completed in January or 
February 2005. Its closeness and dockyards are allocated to 40 dockyard for 
100 years. The number of qualified dockyard worker and personnel is very high. 
Also, there are 1500 empty houses. These people worked in the dockyards in 
Izmit. For this reason, a lot of qualified personnel waited the dockyard to be 
completed. Altinova Dockyards Ltd, one of our companies, 

headquarters is in Altinova. Marine Undersecratary allocated us our company an 
area which has 100 meter sea front and 300 meter depth. We want to build a 
modern establishment to this dockyard area. We are ready for making talks 
about partnership. As well as civil dockyards, the biggest military dockyard 
in Middle East is in Turkey. Since 30 years, full equipped submarine 
manufacturing is made. We are waiting for your cooperation for building ships 
in high quality in our private ship building dockyard. 

The estimate costs for sea filling and ground concreting operations and 
completing indoors is about €1.25 million. The cost of cranes, forklifts, 
welding machines and CNC cutting lathes as well as social facilities and other 
shipyard equipments is about €1,5 million. It depends on the mutual agreement 
to make the better or deeper. 

The companies willing to cooperate with us should venture an investment of 
minimum €2 million and maximum €5 million
